if your HTC One V support USB OTG and using the same micro USB port, then this cable is fully supported.
just googled. HTC One V can use USB OTG cable for keyboard and mice. but for full USB OTG support, you need to root & patch just like Gal. Nexus (ICS 4.0) |

in windows explorer, right click on the pendrive. check if it's fat/fat32. otg dont support ntfs and others.
some pendrives need more power as ur hp cant give that much. |

so far only galaxy nexus needs root and patch. but for S2, it's auto operate.
we suggest you try with pendrives with FAT32. external hdd needs external power source.
this same cable also can use on Nokia N9, N8, E7, E6, C6-01 etc. so you can test it on samsung or other devices.
if connected, it shows in file manager, USB storage... |

all cables tested using my galaxy note without problem.

i just googled, current ICS may not have USB host support. but can directly support usb devices like keyboard & mouse.
maybe in future someone will create a patch/update to enable the USB host. |

os 2.3+ and above (including 4.0.3 ICS) all support USB OTG.
it may located under SDCARD/usbStorage, not External SDCARD.
